
The State Committee for National Security of the Kyrgyz Republic discovered schemes for the export and sale of coal that was supposed to be supplied to social fuel bases through commercial channels at inflated prices.
These actions, aimed at personal enrichment, create an artificial shortage of coal at social fuel bases, leading to a significant increase in demand and panic among citizens, as well as a rise in coal prices and widespread discontent among the population.
The following schemes have been identified:
— Owners of heavy-duty trucks, using their connections with the owners of social fuel bases (individual entrepreneurs who have contracts with OJSC "Kyrgyzkomur" for the supply of coal to the population at acceptable prices), load coal in "Kara-Keche," after which they deliver it to Bishkek and sell it at commercial points at inflated prices. In such cases, the fuel base formally operates, but coal is supplied rarely, and its sale occurs intermittently, as a significant portion goes to commercial points;
— Some individual entrepreneurs (owners of social fuel bases) export coal in small batches to their commercial points, where it is sold at inflated prices. They may also sort the coal, package it in bags, and sell it at retail in their other points, seeking to maximize profit.
Currently, the State Committee for National Security of the Kyrgyz Republic is conducting investigative and operational activities within the framework of the materials of the Department of Economic Security to stop such actions and identify other participants in these schemes.
