As a result of the inspection of the water meter installation program in Talas, serious violations were discovered, leading to damage to the state amounting to 23 million 76 thousand 694 soms. The contractor fully refunded these funds to a special account of the State Committee for National Security (GKNB).
According to information from the GKNB press center, in 2019, the municipal enterprise "Taza suu" signed a contract with LLC "P" for an amount of 349.7 thousand euros for the supply and installation of 6,000 water meters. The contract conditions included the supply of equipment, its installation, commissioning, testing, putting into operation, and the preparation of acceptance acts.
However, during the inspection, it was found that a significant portion of the meters were not functioning, more than 580 were completely missing, and 4,000 meters of polyethylene pipes were purchased at a price of 35 euros (approximately 3,500 soms) per meter, while their actual cost at the time of purchase was about 15 soms.
After the warranty period expired, the contractor was returned the warranty amounts without prior verification of the quality and operability of the installed meters. Moreover, since 2022, residents continued to pay for water based on the old scheme, relying on the number of people living in the house, despite promises of implementing a metering system.
