
According to the information from the state committee, organized corrupt activities were identified among forensic psychiatric experts who, for monetary rewards, declared defendants accused of serious articles of the Criminal Code of the Kyrgyz Republic as "insane," thereby allowing them to evade criminal responsibility.
During the investigation, it was established that in mid-2025, six expert doctors from the RCPN conducted two forensic psychiatric examinations regarding a citizen M.A., who was accused under Article 282 ("Illegal manufacture of narcotic drugs, psychotropic substances, and their analogs for the purpose of sale") of the Criminal Code of the Kyrgyz Republic. As a result, they received 1.5 million soms from the relatives of the accused and twice issued a ruling on her "insanity."





As part of the criminal case held on December 10, 2025, six experts from the RCPN were detained and placed in the detention center of the GKNB. Among them are: A.Dzh. (born in 1950), Sh.N. (born in 1966), Ch.Yu. (born in 1969), K.Zh. (born in 1971), S.L. (born in 1972), and Z.M. (born in 1997), who conducted the aforementioned examinations.
The State Committee continues to carry out operational and investigative activities to identify other officials of the RCPN involved in this corruption scheme.
