The State Committee for National Security (GKNB) of the Kyrgyz Republic has uncovered a corruption scheme that operated in the Republican Center for Psychiatry and Narcology (RCPN) of the Ministry of Health, in collaboration with representatives of the Internal Affairs Department of the Lenin District of Bishkek.
According to GKNB, as a result of the investigation of a criminal case, it was established that the expert psychologist of RCPN A. Ch. Sh., born in 1975, in collusion with the deputy head of the investigative department of the Internal Affairs Department of the Lenin District A. u. Zh., born in 1994, organized the illegal declaration of accused individuals in serious crimes as "mentally incompetent" in order to evade criminal responsibility.
Thus, in January 2025, employees of the Bishkek City Internal Affairs Department detained citizen M. A. A., born in 2007, on suspicion of drug trafficking. During the investigation, the deputy head of the investigative department A. u. Zh. extorted 1.5 million soms from her relatives under threat, and then in collusion with A. Ch. Sh. forged a conclusion about the psychiatric examination. As a result, after a forensic psychiatric examination, M. A. A. was declared "insane" twice.
On October 23 and 30, 2025, as part of this case, A. u. Zh. and A. Ch. Sh. were detained and placed in the GKNB detention center.
Investigative actions are ongoing to identify other individuals involved in this corruption scheme among the employees of RCPN and the internal affairs authorities.
