Week-24. Horrific fire in Osh, and two more banks from Kyrgyzstan under sanctions
The European Union has introduced a new, 19th package of sanctions against the Russian Federation. This time, the restrictions have affected not only Russian banks and companies but also businesses from Central Asia, China, India, and Thailand. Among those sanctioned are two banks and two firms from Kyrgyzstan: LLC "Old Vector," LLC "Greenex," as well as "Tolubai" and "Eurasian Savings Bank." The sanctions will take effect on November 12. Previously, similar measures were applied to Kyrgyz banks "Keremet" and "Kapital."

The Ministry of Internal Affairs of the Kyrgyz Republic has presented for public discussion amendments to the Criminal Code, the Code of Offenses, and the law "On the Basics of Preventing Offenses." The project focuses primarily on preventing and combating sexual harassment in public places and at the workplace. The current legislation lacks a clear definition of the term "harassment" as an unlawful act. It is proposed to introduce liability:


According to information from the Antimonopoly Regulation Service, a 15 percent increase in fuel prices is expected in Kyrgyzstan. To stabilize the market, the agency has proposed that the Ministry of Economy consider the possibility of temporarily reducing the tax burden (excise taxes, VAT, environmental fees, and other payments) and providing preferential loans to oil traders for purchasing fuel at new prices.

According to Kanatbek Eshatov, head of the Association of Oil Traders, this situation arose due to the closure of some oil refineries in Russia for scheduled maintenance and damage sustained from drone attacks. This has resulted in Kyrgyzstan not receiving the full volume of fuel products stipulated in the intergovernmental agreement.




A fire occurred in a residential building in Osh, resulting in the deaths of five children aged 2 to 13 and their 34-year-old mother. It later turned out that the father was working in South Korea. The cause of the fire was the use of an electric stove, which was turned on due to the cold. By the time firefighters arrived, the house was already fully engulfed in flames.
The Ministry of Internal Affairs has also proposed a bill that will require citizens to pay all fines before receiving government services. The changes affect three laws: on road traffic, property registration, and licensing. If the law is passed, unpaid fines will become grounds for refusal in:


The "Ayuu Grand" shopping center was sold to the Social Fund for 3.237 billion soms. The order was signed by the Prime Minister on October 3. Based on this document, JSC "TC Tunguch" was established with 100% state participation. The only shareholder was the State Agency for Management of State Property, which sold the shopping center to the Social Fund at nominal value. The transaction was paid for with funds from the State Accumulation Pension Fund.
