In Kyrgyzstan, following the administrative-territorial reform (ATR), the issue of the work of village heads, or elders, has become more relevant. This was reported on the air of "Birinchi Radio" by Kudaybergen Bazarbaev, the director of the State Agency for Public Service and Local Self-Government.

According to him, out of 1,850 villages in the country, 1,100 elders work on a contractual basis. Bazarbaev noted that such small settlements can typically be managed by one person, which allows for more efficient organization of work.

“Some people do not fully understand that the contractual form of work for elders provides more opportunities for the quality performance of their duties. There are requests to return elders to the staff of the village administration, but this could negatively affect their activities,” he added.

Interestingly, about 600 of the elders are retirees over the age of 65. Bazarbaev emphasized that if they are transferred to the staff, they may lose their positions due to age or qualification requirements, as many of them do not have higher education. Currently, more than 300 elders have only secondary education.

“Previously, the salary of a village head was 7,000 soms, but now it has been increased to 28,900 soms, which also includes all benefits due to municipal employees, such as vacation and sick leave,” noted the director of the State Agency. It is the lack of information that generates dissatisfaction among the population.

From the perspective of the quality of local authorities' work, according to Bazarbaev, there are no significant problems. “Some issues are resolved as they arise. Currently, 442 municipal enterprises have been created, managing 5,145 units of equipment for garbage collection and road repairs. In this work, both men and women are actively involved,” he concluded.
