The report also mentions that during the work performed by the LLC "Harvester" on the repair of the sidewalk on Chuy Avenue, from Kurmanjan Datka Street to T. Aitmatov Street, defects were found, the cost of which amounted to 15.5 thousand soms.
Furthermore, during the preparation of the acts of completed work for the projects "Capital repair of Tynibekov Street from Kochkor Street to Matyiev Street" and "Capital repair of Bezymyannaya Street from the village of Manas to Ch. Aitmatov Street," the price of the asphalt concrete mixture was determined and accepted not in accordance with the approved estimate, but at inflated rates. Similarly, taxes on quarry gravel and soil were also inflated. As a result, the total amount of overpricing of construction materials amounted to 717.6 thousand soms. The cost of work on the "Capital repair of the section of Bulan Nasyrav Street from Akhunbaev Street to Valdai Street" was also increased by 440.8 thousand soms.
The audit revealed that a contract was concluded between "Bishkekasfaltservice" and LLC "Beta Group" for an amount of 168,421.5 thousand soms for the capital repair of 18 facilities. A total of 136,008 thousand soms was transferred to the settlement account of LLC "Beta Group." Currently:
- work on 3 facilities for a total of 4,809.3 thousand soms has been completed and accepted;
- completed work amounting to 69,334.4 thousand soms has not been accepted due to the presence of defects;
- uncompleted work amounts to 61,856.3 thousand soms.
According to the Ministry of Justice, Osmongozhoev Chyngyz Tentibekovich is the director and founder of LLC "Harvester," registered on May 31, 2022, whose main activity is the construction of highways and motorways.
The founder and director of LLC "Beta Group" is Boronbaev Tilek Turarbekovich, and the main type of activity of the company, which underwent re-registration on July 31, 2023, is the construction of residential and non-residential buildings.
