President of the National Academy of Sciences of Kyrgyzstan Kanat Abdrakhmatov reported that the residential complex project "Altai," which is being built in Bishkek, was not approved by the Institute of Seismology of the NAS of the KR. He made this statement on his social media page.
The construction of this large residential complex is taking place on a site recognized as seismically hazardous. His comments were prompted by a video that appeared on social media, showing that the excavations dug for the foundations of the high-rise buildings are filled with water.
According to Abdrakhmatov, the information about the close proximity of groundwater in this area has been known for a long time. He emphasized that such conditions require the application of special engineering solutions to prevent possible ground subsidence and other risks.
Kanat Abdrakhmatov also noted that a project of this scale was not approved by the Institute of Seismology. He expressed concerns about the location of the residential complex, as hydraulic shocks may occur in the event of strong earthquakes.
As an example, he cited the Kemin earthquake of 1911, when a fountain approximately eight meters high emerged at the epicenter, as well as the Sarykamish earthquake of 1970, during which a hydraulic shock destroyed the foundation of a building factory in the Karakol River valley.

It is worth noting that the construction of the "Altai" residential town began on November 20, 2025, in the northwest of Bishkek. The project covers an area of 234 hectares, where the construction of more than 1,500 five-story buildings and the commissioning of 34,000 apartments is planned.
