"Altai" is the largest construction project in the capital of Kyrgyzstan. The sale of apartments began even at the foundation stage, and the conditions turned out to be quite attractive — with no down payment required. In the context of constant price increases for housing in Bishkek, this event attracted significant attention.

However, the public began to express concern, as the successful implementation of the project will require special construction and engineering technologies.

Layouts and Infrastructure of the New District

Construction is taking place near the village of Prigorodnoye, on an area of 234 hectares. It is planned to build 1,551 five-story buildings, containing 34,004 apartments of various layouts. The project also includes the creation of socially significant facilities, including schools, kindergartens, clinics, and sports grounds, as well as 50 hectares of green spaces.

Conditions for Buyers

Buyers can choose between various conditions for purchasing housing — both with and without a down payment. The cost of one square meter is approximately 79,000 soms (about $900). The houses are expected to be completed within five to six years.

The sale of apartments started in November 2025, and it is reported that in the first days, 34,000 apartments were sold.

The Ministry of Construction assured that the project has passed all necessary approvals and does not require additional approval from the Institute of Seismology.

According to a representative of the ministry, all necessary engineering-geological and engineering surveys were conducted in accordance with the legislation. The project includes drainage systems for groundwater diversion, and the height of residential buildings is limited to five stories, taking into account the characteristics of the site. These measures are aimed at ensuring safety both during construction and in the process of operation.

Furthermore, other large construction projects are already being implemented and continue in this area, including on the territory of the Osh market and the new bus station.

However, the president of the Academy of Sciences, Kanatbek Abdrakhmatov, expressed doubts about the lack of seismic micro-zoning for this site. He emphasized that for construction in seismically hazardous areas, such micro-zoning is essential to determine the necessary design solutions.

Risks and Recommendations

Architect Hansar Aitkulov warned of high risks associated with construction in this area without proper geological studies. He noted that the high groundwater level could lead to a loss of soil bearing capacity and the emergence of serious problems, such as cracks in walls and damage to utilities.

Specialists from design institutes are aware that this area often experiences flooding and other issues that can be exacerbated during earthquakes, causing sand and water to be expelled to the surface.

Architect Aigul Nasirdinova supported her colleague's opinion and suggested allocating an experimental site at the first stage to verify the calculations.

She noted that to ensure the stability of buildings against various natural phenomena, high-quality construction materials must be used, which will significantly increase the cost of the project. "As a result, this may lead to the creation of 'golden houses'," she believes.

Nevertheless, she also added that this project will be a unique experience for the construction industry of Kyrgyzstan.
