Names have been changed. According to the investigation, in August 2023, Tilek approached gynecologist Zhibek at one of the city’s health centers. He presented her with the original passport in the name of Saniya and an ultrasound conclusion, claiming that she was his daughter. For 500 soms, he persuaded the doctor to issue a pregnancy certificate for Saniya.
Zhibek, seeking to gain a benefit, issued the certificate without registering the patient's data in the "Medical Record Extract" and did not make any entries in the "Pregnant Registration Journal." She issued a fake pregnancy document without examining the patient.
After receiving the certificate, Tilek submitted it to the civil registry office for the quick registration of a fictitious marriage between Saniya and a citizen of Russia, so that the latter could obtain Kyrgyz citizenship.

According to the testimony of doctor Zhibek, Tilek approached her claiming that his daughter was going abroad and needed a pregnancy certificate for this. Zhibek could not remember the details regarding the payment for the certificate, although Tilek personally handed her Saniya's passport.
The doctor added that if she had known the certificate was needed for marriage, she would not have issued it.
Saniya, for her part, confirmed that she entered into a fictitious marriage with a Russian citizen, which, as she was told, would last six months, after which they would divorce. For this, she was promised a payment of one thousand dollars. She also reported that she was not pregnant by the Russian and only saw the doctor during the investigation.
The Supreme Court, reviewing the case, rejected the convicted man's arguments for terminating the criminal prosecution due to the expiration of the statute of limitations, noting that the statute of limitations for such crimes is three years, and the sentence came into effect before its expiration. Therefore, there were no grounds for closing the case.
