Criminals are exploiting this loophole to evade punishment
According to information from the Telegram channel INSIDER-T, the Ministry of Internal Affairs and the FSB are preparing strict measures regarding migrants who will be able to purchase tickets and leave the country on the day of application. This order has already been approved and sent for signature to the Ministry of Transport.
The main reason for introducing new rules is the numerous cases where criminals from Central Asia and the Caucasus, who committed serious crimes, managed to buy tickets for flights to Tashkent, Bishkek, or Dushanbe and left on the same day.
This scheme has already been tested: after high-profile murders in Elektrostal, Kaluga, and the Moscow region, detainees quickly "disappeared," flying out on the nearest flights. In 2025, at least 40 suspects in serious criminal cases, including rapists and members of organized crime groups, escaped in this manner. Airlines did not check information about such passengers in the Ministry of Internal Affairs databases, and it was sufficient to have only a foreign passport and cash.
The proposed changes to the procedure appear radical: migrants with temporary registration or a patent will be required to notify the Ministry of Internal Affairs at least 72 hours before departure. Tickets will only be sold after verification against the databases of "offenders" and "terrorists."
In addition, an automatic request will be made to the Federal Migration Service and Interpol: if violations are detected, the passenger will be removed from the flight and may be arrested. Family members will also come under suspicion — tickets can only be issued after an interview. Airports are planning to enhance control using facial recognition scanners and establish communication with the National Guard's Control Center.
