The study conducted by the Ombudsman Institute revealed that the financial support for the oncology service in Kyrgyzstan does not meet the actual needs of the National Center of Oncology and Hematology (NCOH).

Experts noted that from 2018 to 2024, only about 3 million soms were allocated annually for these purposes. However, in 2024, funding increased to 176 million soms, and in 2025, an increase to 800 million soms is expected.

According to information from the NCOH, for the full functioning of the service, 4.5 billion soms are required, which is five times the current funding.
As a result of monitoring, it was also found that patients suffering from cancer do not receive the necessary medications.

The hospital lacked 80 vital drug names.
An analysis of medical and financial documentation conducted by the staff of the Akikatchi Institute showed that the problem is caused by frequent supply delays and insufficient purchases by "Kyrgyzpharmacia," a state enterprise.

“In the oncology hospital, as in most cases across the country, there are no expensive drugs critically necessary for cancer treatment. We are forced to independently search for and purchase medications at our own expense,” patients are quoted in the institute.

The current situation violates citizens' rights to access necessary medications and quality treatment.

To fully supply the oncology service with medications, at least 2.5 billion soms are required.
“The situation requires urgent measures, a review of existing procurement procedures, and a significant increase in funding for the oncology service. In addition, the NCOH is in urgent need of new buildings. The load on hospitals is increasing every year: there are two patients per bed, and some patients are forced to receive infusions while sitting on chairs,” the report following the inspection states.

It is also noted that there are oncology departments operating in the regions, but they are not functioning at full capacity. For example, in Osh, there are 15 beds where chemotherapy is conducted and simple operations are performed. In Manas, Tokmok, and Batken, only patients with mild forms of diseases are accepted, and in the Naryn region, there is not even one oncologist.
