Mayor of Bishkek: In winter, the demolition of houses in the Anar-Bak new development will not take place

At the meeting of the committee of the Jogorku Kenesh held on February 2, the situation regarding the new construction in Anar-Bak in Bishkek was discussed. The issue concerning the future of the residents in this area was raised by Deputy Tabyldy Muratbekov, who inquired about the measures that have already been taken to resolve the emerging problems.

Mayor of the capital, Aibek Junushaliev, explained that until recently, the territory of Anar-Bak was under the jurisdiction of the Alamudun district, but as part of the administrative reform, it was annexed to Bishkek. He noted that during the time the plot belonged to the district, over 170 state acts for land plots were issued, and more than 200 houses were identified as having been built without permits.

According to the mayor, as a result of the land amnesty, houses where citizens had lived for 10-15 years were legalized. This decision was made in response to requests from people experiencing difficulties with registration at their place of residence, enrolling their children in educational institutions, and participating in elections.

Junushaliev added that since December 1, 2021, restrictions on illegal construction have been imposed. The plots in Anar-Bak continue to be classified as agricultural, and new construction permits are not being issued. Nevertheless, some citizens have continued to build houses in violation of the law.

The mayor assured that during the winter period, the demolition of residential houses where people live will not take place. Only warnings about violations of the law are issued regarding illegal constructions, and final decisions will be made in warmer weather based on the findings of the commission established by presidential order.

Junushaliev also clarified that in the General Plan of Bishkek, the territory of Anar-Bak has the status of an area with an undefined status until final decisions are made. In response to the deputy's questions, he confirmed that houses whose owners possess state acts ("red books") are considered legal and will not be demolished, and no actions will be taken by the state regarding such properties.
