The audits were conducted by the territorial office of the Accounts Chamber in Bishkek, Chui, and Talas regions. The inspection covered the activities of the city administration, its structural subdivisions, and municipal enterprises from January 1 to December 31, 2024.
Of the total amount, 9 million 767.8 thousand soms are subject to recovery, of which 2 million 110.8 thousand have already been returned to the budget during the audits.
The main violations are related to the overestimation of costs and volumes of construction and installation works, amounting to 5 million 455.5 thousand soms. Violations in the accounting of receivables amounted to 4 million 36.1 thousand soms, of which 2 million 43.8 thousand have already been recovered.
Excessive expenses for labor payments and other disbursements totaling 562.7 thousand soms were also recorded, as well as violations in the collection of debts and mandatory payments, along with errors in the accounting of fixed assets and financial assets.
Materials on specific cases have been sent to law enforcement agencies.
In particular, this concerns the conclusion of contracts for the purchase of three units of factory equipment and attractions for a total of 134 million 318.1 thousand soms, which were carried out without compliance with legislative procedures. An unjustified advance payment of $958.9 thousand was also identified, made by the municipal property management of the Talas city administration in settlements with Chinese companies.
As a result of the audits, the municipality of Talas and its structural subdivisions were issued directives to eliminate the identified violations.
