The Supreme Court Discussed the State of Cybercrime in Kyrgyzstan

On February 11, a meeting dedicated to current issues of cybercrime took place within the walls of the Supreme Court of Kyrgyzstan. The event gathered judges as well as employees from the sixth department of the Main Department of Criminal Investigation of the Ministry of Internal Affairs. The main focus was on the current state of cybercrimes in the country, types of internet fraud, and the interaction of the judicial system with law enforcement agencies in the context of digitalization.

The meeting was led by the Deputy Chairman of the Supreme Court, Nurlan Musaev, and also included judges from various boards, including criminal, civil, and economic, as well as representatives from the Ministry of Internal Affairs.

Ministry employees highlighted the most common forms of cybercrime in Kyrgyzstan. Such crimes include fraud via phone and messengers (for example, calls and messages impersonating banks, the Ministry of Internal Affairs, or the State Committee for National Security to obtain SMS codes and money), phishing (using fake websites to steal card and account data), hacking accounts on WhatsApp and Telegram, as well as fraudulent schemes promising high returns on cryptocurrency investments.

During the discussion, it was noted that the country's legislation has become stricter regarding fraud, including the introduction of liability for "dropper" schemes—practices involving the use of front persons to cash out criminal proceeds. Attention was also drawn to money laundering through cryptocurrency exchanges and new challenges associated with the use of crypto assets to conceal illicit funds.

In conclusion, the participants of the meeting emphasized the need for regular communication and agreed to hold similar meetings in the future to enhance the effectiveness of the fight against cybercrime and improve judicial practice.
