In the department, it was noted that there has recently been a rise in the number of complaints about the quality of services in private clinics, including cases that have led to fatalities. In 2025, 311 private medical institutions were inspected, of which 147 operated without the necessary permits. As a result, fines totaling 13 million soms were imposed on 220 clinics.
"Unfortunately, the number of private clinics in the country is constantly changing, and data from different sources may not match. At the same time, the current legislation does not fully regulate private medical activities, making it difficult to take action against gross violations that lead to negative consequences. Therefore, this draft resolution aims to organize private medical practice in the republic," the document states.
- Requirements are established for private medical activities, which must be carried out within the framework of issued licenses and ensure the quality of services based on contracts.
- Entities engaged in private medical practice are required to publish open price lists for their services and inform patients in advance about the total cost, aimed at combating corruption.
The document defines the rights of patients and the obligations of medical institutions to protect them.
Each private medical institution is required to undergo mandatory digital registration in the unified state register of medical organizations and provide reports on its activities.
In addition, the draft provides for mechanisms of state control and supervision, while adhering to the principle of entrepreneurial freedom.
According to the ministry, the approval of this draft will allow for the adaptation of the regulatory framework to modern requirements, increase the transparency and efficiency of private medical institutions, which will ultimately improve the quality of medical services in Kyrgyzstan.
