According to Turdubekova, an effective fight against domestic violence requires the development of a systematic approach with an emphasis on prevention: from reaction to prevention. She proposed the implementation of a legislatively approved interdisciplinary model of support for victims, which includes a lawyer, psychologist, and social worker.
In her address, she emphasized that currently, the main focus is on the actions of law enforcement agencies, which leads to reaction only after crimes are committed, including murders. This approach does not provide adequate protection and does not prevent repeated violence.
Turdubekova calls for a transition from a reactive model to a proactive system of support and prevention.
As suggestions, the human rights defender noted:
- the adoption of a law on psychological assistance that would establish the necessity of psychological support in cases of domestic violence;
- the implementation of mandatory work by interdisciplinary teams in every case of violence;
- the creation of an institute of social workers focused on preventing domestic violence, early detection of risks, and supporting families — these specialists should differ from regular social workers focused on child protection;
- state funding for psychologists and social workers, as well as the establishment of clear standards for interagency cooperation.
