The deputy urged the Ministry of Agriculture to recognize the establishment of pasture committees as a mistake.

Alisher Kozoev, a deputy of the Jogorku Kenesh, expressed his opinion at a meeting of the committee on agrarian policy, water resources, ecology, and environmental protection about the need to recognize the establishment of pasture committees by the Ministry of Agriculture as unsuccessful.

According to him, a decision was made several years ago to create these committees, for which a significant amount of external funds was spent.

“The loans obtained for these committees have become a burden for taxpayers, and ultimately the organization has caused more harm than good. The state financed the pasture committees; however, the unifying structure turned into an ineffective monster that did not report to the public. Now, it seems that the government has realized its mistake by dissolving the organization and creating state institutions under the ayil okmotu, which, in my opinion, is the right step,” noted Kozoev.

The First Deputy Minister of Water Resources, Agriculture, and Food Processing of the Kyrgyz Republic, Zhanibek Kerimaliev, added that the pasture committees were established by law in 2009.

“At that time, this decision was relevant, but now it has not justified itself. These committees did not demonstrate their effectiveness and operated like non-governmental organizations, which could only be monitored by the Audit Chamber. Now, however, these committees have become state enterprises and are subordinate to the district akims. We are developing short-term and long-term projects to improve the condition of pastures in cooperation with donors,” concluded Kerimaliev.
