Week-24. General's meteor shower, and what is being demolished again in the center of Bishkek
Important personnel changes have occurred in Kyrgyzstan, as generals received new ranks. The head of the Ministry of Internal Affairs, Ulan Niyazbekov, became a police general, while his colleague Jumgalbek Shabdanbekov, who headed the State National Security Committee (GKNB), became a lieutenant general. Along with him, new deputies also received the rank of major general.

While some rejoiced at the appointments, others left their positions. For example, Bakyt Torobaev, who held the position of Deputy Chairman of the Cabinet of Ministers and Minister of Water Resources, Agriculture, and Processing Industry, resigned voluntarily. The reasons for his departure are linked to recent political events, although he denies this.

Erlis Akunbekov, a native of Osh and a graduate of Osh State University and Moscow State University, took Torobaev's place. At 42 years old, he is a private entrepreneur and heads the agricultural-industrial company ATS-Group, as well as the Association of Fertilizer Suppliers.

Kanybek Dosmambetov, the Minister of Health, was relieved of his duties. He had been in this position since December 2025, and his place was taken by the new minister, Damirbek Osmonov.

Changes also occurred in the Jogorku Kenesh: the powers of the heads of two committees, Bolotbek Borbiev and Gulsyunkan Junushaliev, were terminated. Their places were taken by Suyunbek Omurzakov and Gulkan Moldobekova. Additionally, new deputies Raimberdi Duyshenbiev and Jayloobai Nyshanov took their oaths and received their mandates.

In Bishkek, the demolition of metal structures near the Central Department Store (TSUM) has begun. Construction on this territory was deemed illegal as it contradicted the project and destroyed the fountain area. Mayor Aybek Junushaliev is personally overseeing the dismantling process and demands that the site be returned to its original state. We await further news on this matter.

In 2025, 226 people were held accountable for "dropperism" in Kyrgyzstan. The police are conducting active outreach work, warning citizens about the risks of selling their bank cards and personal data, which are used by fraudsters to withdraw stolen funds.

Starting April 1, vehicle registration in the country will be conducted exclusively online through the "Tunduk" system. Visits to the State Center for Vehicle Registration and Driver Licensing ("Unnaa") will no longer be necessary, except for obtaining technical passports and state license plates. In the future, there are plans to launch home delivery of documents to completely eliminate personal visits to the center.

Currently, the share of electric vehicles in Kyrgyzstan is less than 1% (0.8%), although their number has significantly increased in recent years. The republic's vehicle fleet consists of over 1.9 million units, of which 51% continue to use gasoline. To improve the ecological situation in Bishkek, more than 100 charging stations have been installed.

The country's gold and foreign exchange reserves reached a historical maximum, exceeding 10 billion 177 million dollars. Over the past year, assets have increased almost twofold, amounting to 96%. This volume serves as a reliable financial shield for maintaining the stability of the national currency.

This set of events and news was discussed by journalists 24.kg in the review "Week-24".

All personnel reshuffles after the dismissal of the head of the GKNB in one material

Photo of the presidential administration. Residence "Yntymak Ordo"
In February, significant personnel changes occurred in Kyrgyzstan. Following the unexpected resignation of Kamchybek Tashiev, several ministers, mayors, and deputies lost their positions. Structural changes took place in the State National Security Committee, affecting not only personnel reshuffles.

Why is there a large-scale purge of personnel associated with Tashiev in the KR?

The reasons for the large-scale personnel reshuffles likely lie in the need to remove individuals connected to the general. The surprise caused by the recent resignations of Bakyt Torobaev and Kanybek Dosmambetov becomes understandable when considering these changes as part of a deeper logic of power, rather than merely a matter of trust.
