The development of the new draft was initiated by the president's administration with the aim of complying with the technical regulation of the Customs Union TR TS 018/2011 "On the Safety of Wheeled Vehicles." According to representatives of the authorities, the new rules are intended to streamline the process of vehicle modification and eliminate legal ambiguities that hindered the documentation process.
The project proposes:
- to clarify the procedure for changing vehicle designs, including the sequence of procedures and document requirements;
- to introduce uniform criteria for assessing the safety of vehicles after their modification;
- to increase the responsibility of organizations engaged in the installation of gas equipment, including requirements for equipment and worker qualifications;
- to define the state body that will exercise control and supervision in this area;
- to implement the possibility of submitting applications and documents in electronic format through state online services.
It is noted that the need to update the regulations is due to the increase in cases of gas equipment installation and the unsatisfactory technical condition of the vehicle fleet, where many cars undergo modifications without adhering to necessary safety standards.
In addition, the draft proposes to repeal three existing government resolutions (from 2016, 2017, and 2023) concerning vehicle modifications.
The document emphasizes that the implementation of the new rules will not require additional financial expenditures from the budget.
After official publication, the resolution will come into effect in a week.
