
The International Civil Aviation Organization (ICAO) calls on countries to strictly adhere to the principles and provisions of the Convention on International Civil Aviation, adopted in 1944. According to the UN News Service, this statement comes amid increasing threats to aviation flights.
ICAO emphasizes that the safety of civil aviation must be the top priority, and aviation itself is an important tool for global peace and prosperity.
The organization reminds that states bear direct responsibility for the safety of passengers, infrastructure, and air transportation, and the convention obliges them to cooperate. In the event of a security threat, the closure of airspace is provided, which is an important mechanism for protecting crews and passengers.
ICAO also confirmed its readiness to support states in developing and implementing measures aimed at reducing risks and minimizing disruptions in international air transport. "Compromises on security issues are unacceptable," the official statement emphasizes.
In conflict situations, when airspace may be affected, ICAO activates regional and interregional coordination mechanisms. These formats bring together countries in conflict, neighboring states, air navigation service providers, airlines, and other key industry participants.
The main goal of such actions is to ensure information exchange, coordination of procedures, and maintenance of safe and orderly movement of international air traffic in accordance with the "Air Traffic Organization" annex to the convention.
ICAO reminds that according to UN General Assembly resolution A42-4, adopted unanimously in 2025, the assessment of risks to civil aviation in conflict zones is the exclusive responsibility of states, their air navigation services, and air carriers. The organization actively facilitates the fulfillment of these duties by ensuring information exchange, expert support, and promoting coordinated risk reduction measures.
ICAO also noted that in accordance with the mandate of the convention, it does not comment on issues concerning individual states, maintaining its institutional neutrality.
