He emphasized that the adoption of the proposed amendments could make all traffic inspectors millionaires. "If we allow them to check the traffic rules that they themselves do not always know, it will lead to corruption. We are creating too favorable conditions for them," Bekeshev noted, questioning whether such practices exist in other countries.
Deputy Minister of Internal Affairs Oktobur Urmambetov responded that there is no similar experience abroad. He explained that currently, if a driver violates six articles of the Code of Offenses three times and these incidents are recorded by the "Safe City" cameras, that individual is sent for re-examination.
However, the new bill proposes to check drivers' knowledge of traffic rules at the stop for violations of eight articles. Urmambetov emphasized that this could lead to serious consequences, including traffic accidents.
Bekeshev also noted that a driver who fails the on-site test may offer a bribe to the inspector.However, Urmambetov disagreed, claiming that the staff is equipped with body cameras and tablets that are fitted with cameras, allowing all actions to be recorded. Thus, the inspectors of the State Traffic Safety Department have no opportunity to take bribes.
To this, Bekeshev clarified: "Do you really have no corruption?"
The Deputy Minister replied: "I cannot say it is completely absent, but we are actively fighting against it."
In response, Bekeshev remarked: "But who will be held responsible for the deaths of 900 people?"
Urmambetov countered that those responsible for traffic accidents usually do not adhere to speed limits.
