Over the past five years, "Kyrgyzneftegaz" has produced about 879 thousand tons of oil. The company's reports indicate that 29 thousand tons were written off as production losses. However, specialists from the enterprise itself claim that such losses usually do not exceed one percent of total production, which means they should have been about 9 thousand tons. Thus, 20 thousand tons of raw material have disappeared from official records. At current oil prices, this could amount to about 560 million soms..

Scheme 2. Abuse of intermediaries in processing

Raw material losses were just the beginning of a more complex scheme for distributing resources through intermediaries. The audit revealed that private companies purchased 30% of all extracted oil, which over five years amounts to 262 thousand tons. Instead of directly supplying oil to the state oil refinery "Kyrgyz Petroleum Company," the raw materials were first sold to intermediaries, who then resold it back to the plant under their own name. This scheme allowed private intermediaries to reap the main profits, while the state enterprise lost more than 3 billion soms..

Scheme 3. Selective distribution of finished petroleum products

The final stage of this system was the selective distribution of finished petroleum products. After processing, the oil is divided into several types: gasoline, gas, diesel, and fuel oil. The most profitable of these are considered to be fuel oil and diesel. It has been established that they were sold exclusively to a limited number of private companies, which then resold this fuel to other buyers, including foreign traders. In some cases, fuel oil even returned to the same state plant. Thus, the most liquid products ended up in the hands of intermediaries, while the state enterprise lost revenues. For example, the company "Region Oil" purchased fuel oil worth nearly 466 million soms over several years. It was also recorded that the firm of Tai-Muras Tashiev took diesel and sold it to municipal enterprises in the Jalal-Abad region. Tashiev was not interested in the non-liquid AI-80 gasoline and kerosene, so the plant sold them to large oil traders such as OsOO Alfa Oil and Partner Neft.

These schemes operated during the period when Baigazy Matisakov, the nephew of Kamchybek Tashiev, headed the oil processing plant of CJSC KPK. Currently, it is being clarified how the director of the subsidiary was able to manage the distribution of extracted raw materials in JSC "Kyrgyzneftegaz."

The new management of JSC "Kyrgyzneftegaz," led by Samsaaly Chetimbaev, confirmed the crisis state of the company.

"If we were engaged in processing and sales ourselves, the profits would be significantly higher. Refusing processing is a missed opportunity that contradicts the interests of JSC 'Kyrgyzneftegaz.' When I arrived, the company had only 1 million 200 thousand soms in its account. We were literally struggling to cover salary debts. After my appointment on March 10, we barely managed to pay salaries for one month,” noted Chetimbaev.
Currently, most private companies involved in the supply chains have effectively ceased operations or cannot provide comments. Tax authorities continue to investigate the episodes described in the investigation to summarize the scale of damage to the national budget.
