During a field commission of the BGK, the deputy familiarized himself with the progress of construction and was shocked by how close the new facilities are located. A week later, he visited the site again and measured the distance from the cemetery fence to the under-construction wellness center.
“The distance is about 26 meters, whereas according to sanitary norms, the minimum distance should be at least 100 meters,” Asanbekov noted.
According to the deputy, this concerns the construction of facilities by the companies "Nurjaman" and "Shirin Business Group," including a wellness center and a residential complex.
As a result of the field commission, which included specialists from architecture, the State Sanitary and Epidemiological Surveillance Center, and local residents, the deputy emphasized the importance of adhering to sanitary norms.
“According to current regulations, the sanitary zone around the cemetery should be 100 meters, and construction is prohibited within this radius. However, here buildings are being erected just 30 meters from the graves. This is undoubtedly a gross violation of the law,” he added.
The deputy also clarified that the cemetery continues to operate. Meanwhile, the developers presented a document from the village council from 2018 stating that the cemetery was closed.
Asanbekov claims that there are fresh burials on site and even published photographic evidence showing that some graves are dated 2026.

“Some graves have dates from 2018, 2019, and even 2026. Therefore, to say that the cemetery is not in use is completely incorrect,” he emphasized.
In the deputy's opinion, the construction permit was issued illegally.
“This leads to the conclusion that the architectural authorities of the Alamedin district violated the law by granting a construction permit. I intend to appeal to the prosecutor's office to check the legality of the issued documents and assess the actions of the officials,” he added.
The deputy also commented on the accusations from the Ministry of Construction of the Kyrgyz Republic, which claims he is spreading false information.
“As a deputy of the Bishkek City Council, I do not engage in rumors and speculation. Everything I say is based on facts. If they claim that I am lying, then the press service of the Ministry of Construction filmed a video from a completely different angle and states that there are no violations. Dear representatives of the Ministry of Construction, do you think I'm a fool?” Asanbekov said.

The deputy added that the task of the relevant authorities is not to deny the problem but to check the legality of the issued permits.
If violations are found, it is necessary to identify those responsible for issuing documents and hold them accountable under the law.

Representatives of the construction companies claim that they obtained all necessary permits legally.

It is also important to note that Imanaliyev Street runs directly next to the cemetery, where a residential building and wellness center are currently under construction.
Equally important is the moral aspect of building so close to fresh burial sites: would anyone really want to recover in a center located twenty meters from a cemetery? And what is it like to live with a view of graves?”
