The Supreme Court has put an end to the case of Bishkek's trolleybuses

The Supreme Court of the Kyrgyz Republic upheld the decision to transfer 100 trolleybuses from Bishkek to Osh, as reported by activists from the initiative group "BishkekSmog".

The case was heard on March 16, where the court found that the management of municipal property had not been violated, and the decision of the Bishkek City Council remained unchanged.

Activists claim that this decision violates legislation and international agreements, and was made without the consent of local residents and the creditor.

The case will now be referred to international committees dealing with access to justice.

Additionally, representatives of "BishkekSmog" reminded that in 2025, the city administration announced plans to convert the remaining trolleybuses, purchased with a loan of $23.5 million, into electric buses using 5 million soms from the budget following a tender. However, according to data from March 2026, the vehicles have not yet been put into operation, as stated in the report.

Activists also expect to receive results in April regarding their complaint being reviewed by the independent project oversight body of the European Bank for Reconstruction and Development (EBRD NOPP).

It was previously reported that the Bishkek City Court confirmed the Administrative Court's decision to transfer one hundred trolleybuses to Osh.

Since June 2024, the Bishkek city administration has begun dismantling the trolleybus network. Some trolleybuses were transferred to the municipalities of Osh and Naryn, but in Naryn, operations were completely halted due to the age of the vehicles and high repair costs, which require purchasing spare parts from Russia. The Asian Development Bank, which oversees the electric bus project, also stated that it did not request the replacement of trolleybuses with electric buses — this decision was initiated by the city administration.
