In the Osh region, in the city of Gülçə, Mayor Nursultan Tajibaev raised the issue of the necessity of building a dam. According to him, the dam located by the Gülçə River is not yet completed. In particular, a section of the dam measuring 1 kilometer and 760 meters in the village of Yр-Kese, located behind the stadium and market, has still not been fully closed. The project has received approval from the World Bank, and the initiative came from the Ministry of Emergency Situations of the Kyrgyz Republic. Currently, the design work is completed, and in the coming months, a contractor is expected to be selected to begin construction work in the summer.

There are also plans to create a bypass road along the dam, which will help avoid the entry of heavy trucks from Kara-Kulja into the city. If this project is not implemented, there are plans to arrange an alley or a recreation area on the dam.

There are other issues related to the city's water supply. Previously, residents used water from underground wells; however, in 2024, clean water was brought from a distance of 38 kilometers thanks to the efforts of the public organization "Center As-Safa." The reservoir currently holds a sufficient volume of water, but the internal water supply networks, built back in 1983, are in an emergency state, leading to significant losses.

The mayor noted that according to regulations, one person needs 60 liters of water, while the actual amount reaches 210 liters, with 70% of the water being lost. To address this issue, a complete overhaul of the water supply networks, stretching 55 kilometers, is planned to be carried out alongside the modernization of the sewage system.

"Residents of the city have brought water into their homes and installed toilets and showers," he added. Nevertheless, many still discharge wastewater into the ground through septic tanks, which leads to a rise in groundwater levels. In some areas, cases of water surfacing at depths of half a meter to one meter have already been registered. The lower parts of Gülçə are gradually becoming marshy. If the drainage system is not improved and water is not diverted outside the city, the situation will worsen. Nursultan Tajibaev warned that in 10 years, the city could be at risk of turning into a swamp.
