Evidence suggests that the suspects intended to organize a series of protests across the country, starting from the southern regions and ending in Bishkek, with the aim of creating the appearance of mass discontent. Their plans included the use of unconstitutional calls and possible seizures of administrative buildings, television companies, and law enforcement facilities.
The investigation established that the group had a clear structure: coordination groups were to formulate political demands, while criminal elements provided forceful support, having pre-assigned future roles.
During searches, weapons, ammunition, grenades, communication devices, drugs, documents related to the financing of the alleged riots, action plans, and $150,000 in cash were seized.
Charges under part 1 of Article 278 of the Criminal Code of the Kyrgyz Republic "Preparation for organizing mass riots" were brought against ten detainees, including: A. U. (born in 1963), S. T. (Temirlan Sultanbekov, born in 1998), A. Sh. (Shailoobek Atazov, born in 1979), E. E. (Ermek Ermatov, born in 1983), M. D. (Damir Musakeev, born in 1984), Sh. T. (born in 1986), A. K. (Kadyirbek Atambaev, born in 1993), A. u. E. (born in 1993), K. N. (born in 1993), and K. K. (Kubanychbek Kadyrov, born in 1970). All of them have been placed in a temporary detention facility.










The investigation is ongoing, and law enforcement agencies are working to identify other possible participants and sponsors of the group.








It is worth noting that on November 23, law enforcement agencies conducted large-scale detentions and searches as part of the case concerning possible calls for mass riots. The initiation of a criminal case was prompted by the emergence of a video featuring politician Temirlan Sultanbekov, which led to the start of investigative and operational activities.
During the investigation, several politicians and former officials were detained or summoned for questioning, including Kadyirbek Atambaev, Shailoobek Atazov, Syimyk Japykeev, and Kubanychbek Kadyrov. The escalation of the situation also affected the families of politicians and journalists, including former First Lady Raisa Atambaev, relatives of Temirlan Sultanbekov, and the family of journalist Dmitry Lozhnikov.
Among those detained were Temirlan Sultanbekov, Kadyirbek Atambaev, and Shailoobek Atazov, who were placed in a temporary detention facility for further investigation. Others questioned, including Adakhan Madumarov and Syimyk Japykeev, were released after discussions with investigators.
