The Penitentiary Service of Kyrgyzstan commented on the recent statements made by Kanikei Sultanbekova, the sister of opposition politician Temirlan Sultanbekov.

Kanikei accused the authorities of serious human rights violations and exerting pressure on her brother, who was detained in connection with calls for mass riots. In her address, she pointed out that the conditions of Temirlan's detention represent "moral and psychological pressure."

Sultanbekova also reported that her brother is in a cell with 18 inmates, one of whom has tuberculosis. According to her, the inmates are shaved with a single blade, resulting in cuts on Temirlan.

In response to these accusations, the Penitentiary Service stated that the information regarding pressure on Temirlan and the creation of conditions that could lead to a possible suicide attempt is not true.

According to the agency, the conditions of the inmate's detention fully comply with the legislation of Kyrgyzstan. The Penitentiary Service emphasized that Temirlan is not placed in a cell with tuberculosis patients, as such individuals are held in a specialized medical facility.

Furthermore, the information about unsafe shaving conditions and cuts has also been refuted. The agency found no evidence of violations of sanitary and hygienic standards, including the sharing of disposable personal hygiene items.

The Service noted that the inmate is provided with all legally guaranteed rights, including the opportunity to meet with relatives, communicate with a lawyer, and receive medical assistance.

The Service assured that its activities are carried out in strict accordance with the Constitution and legislation, as well as under constant supervision by the prosecutor's office.

It should be noted that on November 23, law enforcement agencies conducted a series of arrests and searches related to the case of calls for mass riots, initiated after a video recording involving Temirlan Sultanbekov. The Ministry of Internal Affairs reported the start of investigative and operational activities.

During the investigation, several political figures and former officials were detained or summoned for questioning, including Kadyrbek Atambaev, Shailoobek Atazov, Syimyk Japykeev, Kubanychbek Kadyrov, and others. Searches were also conducted at the homes of politicians and journalists, including former First Lady Raisa Atambaev, relatives of Temirlan, and the family of journalist Dmitry Lozhnikov.

Later, it became known that some of those detained, including Temirlan Sultanbekov, Kadyrbek Atambaev, and Shailoobek Atazov, were placed in a temporary detention facility for the selection of a preventive measure, while others, such as Adakhan Madumarov and Syimyk Japykeev, were released after questioning.
