In an interview with state media, he noted that President Sadyr Japarov set three main tasks for him:
- ensuring annual GDP growth of at least 9%;
- attracting foreign investments;
- improving the quality of life for the citizens of Kyrgyzstan.
He added that maintaining the pace of GDP growth is becoming increasingly challenging each year, which required abandoning bureaucratic procedures.“An interdepartmental commission was created to analyze all regulatory acts containing bureaucratic barriers and contradictions. The functions of government bodies were reviewed. Regulatory legal acts were also studied to allow heads of government agencies to confidently carry out reforms. As a result, 39 draft laws were developed, of which 19 have already been adopted. Additionally, 19 draft presidential decisions were prepared, 7 of which have been signed, and more than 60 draft cabinet decisions, of which 28 have already been approved,” the head of the cabinet added.
“For example, previously, to obtain goods from China, it was necessary to contact various ministries, which took at least a week. Now we have set 100 days for the digitization of this process, and all certificates can be obtained in one place within a few hours. Also, earlier it took up to a year to obtain a construction permit, but now for large projects this period has been reduced to 60 days, for medium projects to 30 days, and for small projects to 20 days. The processes for obtaining medical certificates, changing the type of economic activity, and opening accounts have also been digitized,” Kasymaliev noted.
He also mentioned that many Kyrgyz citizens are unaware of the free medical services available under mandatory health insurance.“I didn’t even know about this myself. Now all the necessary information is available in the 'Tunduk' app, including the price list for services that may require additional payment. Moreover, citizens with disabilities are no longer required to undergo annual certification, as this is impractical for people with permanent limitations, such as those who have lost a hand,” the Chairman of the Cabinet of Ministers added.
Measures have also been taken to support entrepreneurs, which, according to Kasymaliev, should contribute to improving the lives of citizens.“Entrepreneurs can receive preferential loans, and already more than 11,000 of them have received loans totaling nearly 10 billion soms. To attract investors, the status of the National Investment Agency has been elevated. I am confident that work in this direction will continue,” concluded Kasymaliev.
