Kyrgyz. Born in the town of Toktogul, Jalal-Abad region. Graduated from the Faculty of Power Engineering, Moscow Power Engineering Institute (1972), and completed postgraduate studies there (1978) and doctoral studies (1991). Worked as an assistant, lecturer, senior lecturer, associate professor, head of the Department of Power Engineering, vice-rector for academic affairs at the Bishkek International School of Management and Business, rector and professor at Jalal-Abad State University, deputy minister of education, science, and culture of the Kyrgyz Republic, and since 1998 - rector of the I. Razakov Kyrgyz Technical University.
Specialist in the field of automation of scientific research and experimental planning. Academician of the International Academy of Informatization, Academy of Pedagogical and Social Sciences of the Russian Federation, IA KR, Corresponding Member of the International Academy. Published more than 80 scientific works, including 2 monographs and 8 educational and methodological manuals.
