Kyrgyz. Born in the village of Dolinka, Issyk-Kul region.
Graduated from the Moscow Automobile and Road Institute (1955), postgraduate studies there (1961).
Worked as a driver, chief engineer, director of a motor transport enterprise, head of a ministry department, director of an automobile assembly plant, and since 1983 - professor at the Faculty of Transport Engineering. Specialist in the field of management and planning of the national economy.
Awarded the Order of the Red Banner of Labor and medals of the USSR.
Published more than 50 scientific works, including 9 monographs.
