Bakashova Zhyldyz - an extraordinary leader of the largest library in the country


Zhyldyz Bakashova represents one of the bright pages in the history of the National Library of the Kyrgyz Republic. A multifaceted personality and an extraordinary leader of the largest library in the country, she lives with vibrant emotions and ideas, possesses extensive knowledge and experience, and enjoys trust and respect. Zhyldyz Kemelovna is a complex individual. In her, as in a good symphony, the most diverse, even opposite musical tones are combined: high and low, soft and harsh, sharp and gentle. All of this intertwines within her, resulting in a life harmony.

Doctor of Philological Sciences, professor, advisor of the state service of the 1st class, "Excellence in Public Education," "Mighty Worker of Culture," "Excellence in Local Self-Government" of the Kyrgyz Republic, she has been awarded a Certificate of Honor from Kyrgyzstan.

Dr. Bakashova's scientific and teaching experience exceeds 30 years. Her career path includes working as a laboratory assistant, a lecturer at the Department of Journalism at KSU, head of the Department of Journalism at KNU, dean of the Faculty of Journalism at KNU named after J. Balasagyn, and vice-rector of the Diplomatic Academy of the Ministry of Foreign Affairs of the Kyrgyz Republic.

She worked in the apparatus of the legendary parliament, as a senior consultant for the Commission on International and Inter-Parliamentary Relations of the Jogorku Kenesh, an expert for the Committee on International and Inter-Parliamentary Relations of the SIP of the Jogorku Kenesh, an expert for the Administration of the President, and in international organizations.

Under the editorship of Dr. Bakashova, a collection of scientific works by young scholars has been published, and she serves as a scientific supervisor for the dissertations of graduate students and master's students. She has developed a standard state curriculum for universities in the republic in the areas of "Journalism," "History of Kyrgyz Journalism," "Journalism and Society," educational programs for the disciplines "Public Relations and Advertising," "Mass Media and Gender Issues," and "Current Issues in International Journalism."

Dr. Bakashova is the author of 5 monographs, more than 30 scientific works, and the editor of over 20 popular science publications. She is well-known not only in Kyrgyzstan but also in the academic world of distant and near foreign countries. Her works have been published in Kazakhstan, Poland, Russia, and Greece. Since 2003, she has been a member of the Special Council for the defense of doctoral dissertations at the Faculty of Philology of KazGU named after al-Farabi, and currently, she is a member of the Special Council of KNU. She has served as chairperson of the state certification commissions of KRSU, KTUM "Manas," and AUCA.

Zhyldyz K. Bakashova is actively involved in public work. She is a member of the board of the Ministry of Culture and Information of the Kyrgyz Republic, a member of the Union of Writers and the Union of Journalists of the Kyrgyz Republic, the National Coordinator of the MBA section for CIS countries, a member of the Coordination Bureau of BAE, a member of the editorial board of the BAE magazine (Moscow), Coordinator of the Interregional Public Organization in support of the UNESCO program "Information for All" (Moscow), coordinator of the Association for Interlibrary Cooperation of Kyrgyzstan "BIC," national coordinator of Kyrgyzstan for the preparation and implementation of "Bibli-Obraz-2007," an independent expert for the Nobel Committee (2008), vice-president of the Library Assembly of Eurasia (2006-2012), and President of the Association of Public Libraries of the Kyrgyz Republic. By the decree of the President of the Kyrgyz Republic, she was appointed a member of the National Commission of the Kyrgyz Republic for UNESCO (2011, 2013), and a member of the Supervisory Board of Public Television and Radio of the Kyrgyz Republic (2010, 2012).

She became the director of the National Library during difficult times. Thanks to her organizational talent, she managed to achieve high results in the development of the National Library under challenging conditions. Dr. Bakashova is a realist, not only seeing specific goals but also knowing the ways to achieve them and being able to bring her plans to fruition. Those who are not familiar with the work of libraries may think that managing them is easy. But every library professional understands that this is far from the case. Zhyldyz Kemelovna had to delve deeply into the various aspects of library work, taking responsibility for solving fundamental problems, which reflected in the results of her activities, helped raise the prestige of libraries and the library profession, increase staff salaries, and carry out major repairs of the library building, roofing, and heating.

In the last 20 years, society has undergone turbulent socio-economic processes. During this difficult time, it was challenging to retain a significant staff and old personnel. She managed to navigate this path without losses and elevate the library to a new level. Today, in terms of the composition of collections and information resources, technology levels, and staff qualifications, it meets modern requirements for library institutions. Today, it stands alongside the national libraries of Central Asia. Zhyldyz Kemelovna has managed to shape the perception of the National Library among government structures and society as one of the most important institutions of society.

With her assistance, considerable investments have been attracted, a new influx of literature into the library's collection has been achieved, its technical equipment has been upgraded, library and information processes have been automated, new structural divisions have been opened, expanding access to foreign literature, electronic information, and global databases such as EBSCO and other internet resources. Dr. Bakashova makes a significant contribution to the development of domestic bibliographic science and library publishing, serving as the editor-in-chief of the journal "Kyrgyz Kitapkanasy." Under her editorship, bibliographic guides have been published: "Alykul Osmonov," "Sooronbay Jusuyev," "Reading Calendar: Days. People. Events from 2006-2014," as well as a bibliographic guide to the collection of V.A. Krylov, and scientific and methodological manuals: "Local History Work of Regional Libraries," "Social Partnership," "Work of Public Libraries," and many others, totaling 597.5 printed sheets. The "Dictionary of Library Terms" and the Bibliographic Encyclopedia "The Universe of Aitmatov" have also been published.

She is one of the initiators of creating an electronic library of works by domestic authors, and currently, the project "New Literature of Kyrgyzstan" is being successfully implemented.

In 2013, the National Library held large-scale events "Biblionight" and an Open Day for the first time in Kyrgyzstan.

The National Library of the Kyrgyz Republic actively supports the UNESCO program "Memory of the World," which is defined as a comprehensive program for the conservation and preservation of monuments of national written culture and their transfer to modern carriers.

The main quality of Dr. Bakashova is her ability to take the initiative without fearing possible failures and personal responsibility. Always goal-oriented and active, she knows how to achieve set goals, engaging employees in the implementation of her ideas and initiatives.

In relation to Zhyldyz Bakashova, the concept of "service" today means that she is entirely absorbed in the affairs of the library, working for its benefit and fulfilling her purpose with full responsibility and civic duty.
