The Cabinet clarified the procedure for managing irrigation infrastructure

- The Cabinet of Ministers of Kyrgyzstan has made changes to the existing rules for managing irrigation infrastructure.

According to decree No. 706, adopted on October 30, 2025, amendments have been made to the document "On Effective Management and Development of the Water Management Sector," which was approved on April 29, 2024.

As part of these changes, by December 31, 2026, intra-farm irrigation channels of the first and second order, as well as hydraulic structures, ponds, pumping stations, pools for decadal and daily regulation, and wells will be transferred to state ownership, according to the list provided by the Water Resources Service under the Ministry of Agriculture.

The Ministry of Agriculture, together with the Water Resources Service, will review the number of specialists servicing irrigation systems.

Decree No. 706 comes into effect one week after its official publication. The text was published in the newspaper "Erkin Too" on October 31, 2025 (issue No. 83).

Decree of the Cabinet of Ministers of Bishkek, dated April 29, 2024, No. 207

On Effective Management and Development of the Water Management Sector

(With amendments made by decrees of the Cabinet of Ministers of the Kyrgyz Republic dated December 6, 2024, No. 739, August 28, 2025, No. 531, October 30, 2025, No. 706)

In order to ensure the rational and sustainable use of water resources, which are of great importance for food security, and in accordance with Article 40 of the Water Code of the Kyrgyz Republic, as well as Articles 13 and 17 of the Constitutional Law of the Kyrgyz Republic "On the Cabinet of Ministers of the Kyrgyz Republic," the Cabinet of Ministers of the Kyrgyz Republic decrees:

1. Delegate the authority to establish rates for services for the provision of irrigation water from state water management systems, as well as for water supply and drainage outside urban settlements, to the authorized state body in the field of water resources.

2. Amend the decree of the Cabinet of Ministers of the Kyrgyz Republic "On Delegating Certain Normative Powers of the Cabinet of Ministers of the Kyrgyz Republic to State Bodies and Executive Bodies of Local Self-Government" dated March 3, 2023, No. 115 as follows:

in the List of Normative Powers of the Cabinet of Ministers of the Kyrgyz Republic, delegated to state bodies and local self-governments:

in paragraph 13:

- in the first paragraph, replace the words "agriculture" with "water resources, agriculture, and processing industry";

- add subparagraph 40 with the following content:

"40) the procedure for establishing rates for services for the provision of irrigation water, water supply, and drainage.".

3. Local state administrations, the Water Resources Service under the Ministry of Water Resources, Agriculture, and Processing Industry, as well as the State Agency for Management of State Property under the Cabinet of Ministers of the Kyrgyz Republic:

1) create a working group to clarify and define irrigation systems that are in municipal ownership, as well as those used by water user associations and their unions, as well as abandoned irrigation systems;

2) based on the results of the commission's work, in the established manner, accept into state ownership intra-farm irrigation channels of the I and II order with hydraulic structures, pools for decadal and daily regulation, ponds, pumping stations, and wells by December 31, 2026.

4. The Ministry of Water Resources, Agriculture, and Processing Industry, local state administrations, and local self-government bodies:

1) create regional and district water management headquarters to address current issues related to water supply;

2) provide support in cleaning and laying out temporary irrigation networks;

3) (this paragraph has been repealed in accordance with the decree of the Cabinet of Ministers of the Kyrgyz Republic dated August 28, 2025, No. 531)

5. The control over the implementation of this decree is entrusted to the Department for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.

6. This decree comes into effect fifteen days after its official publication.
