The Deputy Head of the Cabinet described what today's teacher should be like

The future of Kyrgyzstan begins in the classroom, not in offices and strategies, noted Edil Baisalov, Deputy Chairman of the Cabinet of Ministers, during the republican pedagogical conference. 

According to him, the teacher is at the center of this classroom.

“The President rightly called teachers the vanguard of the nation. This statement is not an exaggeration. Teaching has always been and remains the forefront of societal development. Only through school can the nation adapt to new conditions, demands, and meanings of the time. The history of Kyrgyzstan confirms this. A hundred years ago, Kyrgyz society needed to make a rapid civilizational transition. It was necessary not only to teach people to read and write but also to lay the foundations of modern thinking, culture, and statehood. This task fell on the shoulders of the first teachers - Kasym Tynystanov, Ishe naly Arabayev, and their like-minded colleagues. Their work was a service, often in difficult conditions, without recognition and guarantees, but with faith in the future of the people. This same high moral sense can be seen in the image of the teacher in Chyngyz Aitmatov's story "The First Teacher." There, the teacher is not just a position, but a person who takes on the responsibility for the fates of children and the direction of society,” Baisalov stated.

He emphasized that today's task of the teacher is of equal importance to that of the past. “If previously the focus was on eliminating illiteracy, today it is important to form a personality capable of adapting in a complex and rapidly changing world. The teacher of the 21st century must help the child not only to acquire knowledge but also to develop critical thinking, the ability to distinguish between the main and the secondary, to make informed decisions, and to take responsibility for their actions. No textbooks, standards, or digital platforms will be effective without the human factor. Everything depends on the professionalism, internal culture, and personal position of the educator. Therefore, we strive to see in schools a teacher who is constantly developing, open to new approaches, and unafraid of change. The teacher should perceive their profession not as a set of duties but as a living, evolving mission,” added the Deputy Head of the Cabinet.

In his opinion, a modern teacher should not be just a transmitter of information or a formal controller. They are a mentor, a conversational partner, and a guide who helps the child find their internal compass and confidence in their abilities.

“Speaking of a new school, we emphasize: it must be student-oriented. This is a school of order, discipline, and clear rules, where hard work is valued, responsibility is respected, and the authority of the teacher is unquestionable. Respect for the educator is built not on fear but on recognition of their professional and moral role. In such a school, the child feels protected, understands the boundaries of what is permissible, and learns responsibility. At the same time, we must change the culture of school management. We are moving away from the cult of the director and the model where the life of the educational institution depends on one person. A strong school is not an authoritarian structure but a professional community of teachers united by a common mission, trust, and responsibility. The director in the new school is a team leader, an organizer of the environment, creating conditions for teachers to work and for the educational process to develop, rather than substituting themselves for educational activities,” concluded Baisalov.
