The Ministry of Economy and Commerce of Kyrgyzstan has proposed to extend the zero VAT rate on certain socially significant agricultural products until the end of 2027. This draft document has been put out for public discussion.

In the ministry, it was noted that the abolition of VAT on the import of animal feed, including hay, straw, compound feed, bran, and grains, is driven by the need to provide the population with quality feed and reduce prices for it.

Although this measure may lead to a decrease in tax revenues to the national budget, the initiators are confident that in the future it will have a positive impact on the economy, helping to address food security issues.

Moreover, the abolition of VAT will contribute to an increase in the volume and frequency of imports of cattle, which, in turn, will create new jobs, expand agricultural land, improve the material and technical base of fattening farms, and increase demand for compound feed supplies.

As part of the process of developing the draft resolution, an assessment of the effectiveness of the proposed tax benefits will also be conducted.

According to the Ministry of Economy, in the first half of 2025, there was an increase in prices for the main types of feed in Kyrgyzstan compared to the same period in 2024.
