Saudi Arabia opens capital market to all foreign investors starting February 1

On Tuesday, the Saudi Capital Market Authority (CMA) announced a significant step — starting from February 1, 2026, foreign investors will be able to participate directly in the main market. This decision was made possible by the approved regulatory framework that eliminates requirements for Qualified Foreign Investors (QFI), as reported by Bloomberg.

Now, all categories of foreign investors will have access to all segments of the capital market, which is expected to promote increased investments and enhance liquidity in the Saudi market.

The CMA emphasized that the innovations aim to expand and diversify the pool of investors, which, in turn, supports the inflow of capital into the country's economy.

By the end of the third quarter of 2025, the volume of investments from international investors in the capital market exceeded 590 billion Saudi riyals, while the volume of international investments in the main market amounted to approximately 519 billion riyals during the same period.
