In the Chui Region, industrial, tourism, and residential complexes are set to be built in cluster zones.

Starting from 2026, the implementation of a cluster principle for the placement of new facilities is planned in the Chui region. This information was announced at a meeting in the presidential representative office. 

At an expanded staff meeting chaired by the presidential envoy in the Chui region, Azamat Osmonov, district akims, city mayors, and heads of rural administrations gathered. 

The envoy noted that "2026 should be a year of active actions, individual responsibility, and a unified approach to regional management." During the meeting, six key projects aimed at developing the economy, social sphere, infrastructure, and ecology of the region were presented. These projects are focused on creating comfortable conditions for attracting investments, supporting agriculture and business, developing tourism, improving the ecological situation, ensuring order, and modernizing infrastructure. 

Meeting participants also discussed that responsible coordinators would be appointed for each project, along with clear tasks, deadlines, and success indicators. The execution of these tasks will be monitored on a monthly basis. Significant attention was given to issues of legality, discipline, and combating corruption. It was emphasized that a formal approach is unacceptable, and each leader is responsible for the situation in their territory.

According to information from the presidential envoy's office, in the Chui valley, industrial facilities have often been built near residential areas, schools, and kindergartens for many years, frequently violating sanitary norms. Regional authorities believe that this practice creates serious ecological risks and may lead to economic, social, and ecological problems in the future.

In light of the aforementioned circumstances, starting from 2026, all new facilities will be constructed with consideration of the cluster principle. When designing each new building, zoning will be taken into account: heavy industry in one area, tourist facilities in another, and social and residential buildings in a third.

Compliance with these new requirements will be monitored by akims, mayors, and heads of rural administrations. General development plans for territories must be developed with mandatory consideration of the cluster approach.
