In 2025, payments of 908.6 billion soms were made via QR code

In 2025, Kyrgyzstan recorded a record growth in QR payments, with the main operator processing 525.1 million transactions, totaling 908.6 billion soms. This corresponds to an increase of 8 and 10 times compared to the previous year, as reported by Kaktus.media citing data from the National Bank.

Of the total amount, the volume of incoming payments from legal entities amounted to 165 million transactions worth 159.2 billion soms, which also demonstrates growth of 5 and 6 times respectively compared to 2024.

The National Bank reminded that in 2019, a national system was developed to ensure inter-system integration of banking and payment systems, allowing payments and transfers using QR codes. This system enables transactions through both bank accounts and cards, as well as through electronic money and mobile applications of agents. All participants in the payment systems successfully connected to the ELQR system according to the national standard by December 31, 2022, after completing the necessary integration activities and developing relevant regulations.

“A unified approach to the architecture of payments in the country allows clients to make interbank transfers via QR codes from any banking mobile application. Kyrgyzstan has become the first country in Central Asia to ensure inter-system integration of various payment systems using national QR codes. The ELQR system includes 20 commercial banks and 14 payment organizations, which demonstrates Kyrgyzstan's achievements at the level of Central Asian and EAEU countries,” noted representatives of the National Bank of the Kyrgyz Republic.

As of January 1, 2026, a fine for using personal QR codes in business came into effect in Kyrgyzstan, which caused dissatisfaction among entrepreneurs. In this regard, the tax service suspended tax audits concerning small and medium-sized businesses, including control over QR codes, until the end of 2026.

Citizens also reported their accounts being blocked by banks. The National Bank commented on this situation, pointing out the need to comply with internal control programs and payment system rules.

“The QR code provides access to a bank account, and banks can impose restrictions on payment amounts based on the client's risk assessment. Additionally, banks have the right to request documents confirming the legality and economic feasibility of transactions, based on a risk-oriented approach,” the National Bank added.
