The State Tax Service (GNS) held a meeting dedicated to issues related to the application of cashless payments in the business sector. The discussion was attended by the Deputy Chairman of the GNS Azat Almanbetov and representatives of key financial institutions, including the National Bank, the Interbank Processing Center, and the Union of Banks of Kyrgyzstan, as well as commercial banks.
During the meeting, current issues raised by entrepreneurs regarding the use of payment wallets, terminals, bank accounts, and QR payments were discussed.
One of the main topics of discussion was the commissions on cashless payments, delays in crediting funds to entrepreneurs' accounts, and the lack of data on payers in bank statements when using QR codes. Complicated requirements and excessive procedures imposed by some banks were also noted, which complicate business operations.
Representatives of the GNS proposed a number of practical and regulatory solutions to improve the situation:
- reduce commission fees for businesses when making cashless payments;
- develop technical solutions that ensure quick crediting of funds and transparency of payment information;
- implement existing electronic services of the GNS for verifying the registration of entrepreneurs without the need for paper documents;
- initiate changes in legislative acts aimed at simplifying account opening procedures;
- consider the possibility of amending banking legislation so that entrepreneurs can use personal wallets for business activities in the context of a digital economy.
As a result of the meeting, specific tasks were outlined for the banking sector and regulators to address the issues raised.
Representatives of the National Bank and commercial banks confirmed their readiness to discuss the raised issues and take action within their competence.
