The State Tax Service of the Kyrgyz Republic has announced a new analytical system called "Salyk Kuzot." The main goal of this system is to enhance transparency in tax administration, reduce corruption risks, and create fairer conditions for businesses. This was reported by the PR department of the State Enterprise "Salyk Service" under the STS.

According to Bakyt Jienbekov, Deputy Chairman of the STS KR, the system was developed in response to long-standing issues faced by tax authorities.

“Previously, most analytical tasks were performed manually, and the data was scattered across various systems, making it difficult to get a complete picture. This also created opportunities for abuse and collusion with unscrupulous entrepreneurs. We needed to find a technological solution that would reduce the influence of the human factor,” he emphasized.

Jienbekov added that "Salyk Kuzot" is intended to reduce pressure on businesses by decreasing the number of unnecessary inspections and direct interactions with inspectors.
The system integrates data from the State Customs Service, electronic invoices, waybills, and other state information resources. This prevents manipulation of disparate sources of information.

“Kuzot” does not make decisions and is not a punitive mechanism. It is an analytical tool that points out signals and discrepancies in the data that require the inspector's attention,” noted Jienbekov.

The Director of the State Enterprise "Salyk Service," Shamsybek Kachkynbay uulu, explained the principles of the system's operation in detail.
“In fact, it is a platform that automatically matches data from various state systems. We have designed the system to indicate discrepancies and signal specialists,” he added.

Kachkynbay uulu noted that with the appropriate analytical settings, "Salyk Kuzot" can track economic trends in real-time, identify new tax evasion schemes, and respond quickly to emerging risks.

It was also noted that the system monitors the actions of inspectors. In cases where the reporting appears correct, but actual payments do not match the declared data, "Salyk Kuzot" records such discrepancies.
Bek Mamadaliev, Head of the Analytical Work Department of the STS KR, emphasized that automating data processing significantly speeds up analysis and allows for a shift from reactive to preventive measures. “Salyk Kuzot” cannot make decisions but provides useful hints to the inspector and, in some cases, can serve as a deterrent to prevent tax evasion by businesses.

The STS KR emphasizes that the implementation of the "Salyk Kuzot" system is aimed at creating a transparent, competitive, and fair tax environment in which conscientious enterprises can gain sustainable advantages.
