MDS Calls for Reliable Protection of Property Rights in Kyrgyzstan

In its recent findings, the International Business Council emphasizes the importance of reliable property rights protection in Kyrgyzstan, noting that the ongoing criminal prosecution of entrepreneurs creates investment uncertainty. These observations were reflected in the analytical report of the IBC.

According to information from the National Statistical Committee, the country's gross domestic product for the period from January to December 2025 amounted to 1 trillion 976.4 billion soms, which is an 11.1 percent increase compared to the same period in 2024.

IBC experts note that sustainable economic growth largely depends on the quality of the institutional environment, including the level of property rights protection, the stability of law enforcement practices, and the predictability of regulation.

Although there is positive momentum in attracting investments in Kyrgyzstan, the volume of foreign inflows remains modest compared to other Central Asian countries. The share of foreign direct investment in the country's GDP fluctuates around 4-5 percent, which, according to specialists, leaves room for improvement in the investment climate.

Analysis of the existing law enforcement practices shows that criminal cases against entrepreneurs can create an atmosphere of legal uncertainty, negatively affecting investment decisions. In conditions of insufficient predictability in law enforcement, this can exacerbate tensions in the relationship between business and government, experts from the IBC believe.

In light of the above, it is necessary to ensure reliable property rights protection and predictability in regulation, as these parameters directly impact long-term planning and investment decisions of companies.
