
At the last meeting of the Committee on International Affairs, Defense, Security, and Migration, the bill "On the Ratification of the Financing Agreement between the Kyrgyz Republic and the Eurasian Development Bank for the project 'Improvement of Roads in the City of Osh'" was reviewed and approved. This project, signed on December 29, 2025, in Bishkek, includes the construction of two elevated bridges and a road section with a length of 3.2 km.
The bill was presented by the Deputy Minister of Transport and Communications Ulukbek Janibekov.
According to him, the project includes the construction of two bridges, an overpass over A. Masaliev and V. Lenin streets, as well as a bridge over the Ak-Buura River. In addition, it is planned to expand the roads to 4-6 lanes with a divider. The total cost of the project is 19.31 million US dollars, of which 14.15 million is a loan, 1.24 million is a grant, with a repayment period of 15 years and a grace period of 5 years at an interest rate of 1.2%.
During the discussion, the deputies expressed their support for the bill. However, Deputy Ulan Bakasov raised the issue of the need to expedite the construction of the Lakhol bridge in the Naryn region.
Gulya Kozhokulova, also a deputy, emphasized the importance of updating the road infrastructure in the Talas region.
Deputy Yrysbek Atazhanov highlighted the necessity of building a bridge connecting the Kadamzhai and Batken districts through the rural areas of Ak-Turpak and Suu-Bashy.
Jylgyz Sadyrbaeva, another deputy, stressed the importance of strict quality control in road construction and ensuring warranty services from contractors.
Deputy Zhanibek Amatov noted the relevance of developing sidewalks in the Kulatov rural municipality to enhance the safety of residents.
Medina Kairylbekova drew attention to the condition of irrigation channels in the Talas region and proposed improving the road leading to the livestock market in the Aitmatov rural municipality. She also voiced the concerns of freight transport drivers regarding axle loads on the region's roads.
