Fuel prices in Kyrgyzstan may rise. What about the quotas?

According to the agreement, fuel from Russia enters the country duty-free and at prices below the world average.



According to the Association of Oil Traders of Kyrgyzstan, the price of fuel may increase by 2.5-3 soms per liter.


This increase is related to a rise in wholesale prices in Russia by up to 19%.


Despite the fact that fuel from Russia is imported into Kyrgyzstan duty-free under the intergovernmental agreement and at prices below the world average, they may change due to logistics costs and market quotations. It is important to note that there is also a fuel tax in the republic of 1 som per liter.


In 2025, Kyrgyzstan managed to receive 526 thousand tons of fuel by rail, strengthening its position among importers of Russian gasoline.


However, in December of last year, there was a sharp decline in railway exports of gasoline to 209 thousand tons. This volume decreased by 22% compared to November and by 36% compared to December 2024.


The main reason for the decline was the exhaustion of annual quotas for duty-free fuel imports in Central Asian countries. Experts noted that Kyrgyzstan prematurely used part of its quota for 2025 due to active purchases in 2024.


The situation in the Russian market also affected exports. In 2025, total oil refining in Russia decreased by 1.7%, amounting to 262.3 million tons. Unplanned shutdowns at refineries led to an increase in exchange prices and a fuel shortage in several regions of Russia.


Despite the imposed restrictions, supplies to Kyrgyzstan under intergovernmental agreements were not affected, which helped maintain stability in the fuel market amid a general shortage.
