As of 2025, the volume of gasoline supplies from Russia transported by rail amounted to 2.6 million tons. This is reported by "Kommersant".

According to the publication, Kyrgyzstan emerged among the leading importing countries, purchasing 526 thousand tons of gasoline. Additionally, among the main supply destinations are Mongolia (820 thousand tons), Uzbekistan (510 thousand tons), and Tajikistan (406 thousand tons).

In December 2025, there was a significant decrease in gasoline exports by rail, which totaled 209 thousand tons, 22 percent less compared to November and 36 percent lower than in December 2024.

One of the main reasons for the decline in export volume was the exhaustion of annual quotas for duty-free fuel imports in Central Asia. Experts note that Kyrgyzstan used part of its quota for 2025 ahead of schedule due to active purchases in 2024.

The decrease in export volumes is also related to the situation in the Russian market. In 2025, total oil refining in Russia decreased by 1.7 percent, amounting to 262.3 million tons. Unscheduled shutdowns of oil refineries led to price increases on the exchange and fuel shortages in some regions of Russia.

To stabilize the domestic market, Russian authorities imposed temporary export restrictions:

Despite these restrictions, supplies to Kyrgyzstan under intergovernmental agreements continued, allowing the country to maintain stability in the fuel market amid a general shortage.
