He noted that the day before, a situation was discussed where one of the candidates for the Jogorku Kenesh was conducting an election campaign in a mosque. Although the facts of campaigning were not confirmed, discussions on political topics did take place. The candidate admitted to calling on citizens to participate in the elections, which was classified as a political appeal. In this regard, the commission recommended imposing a fine on this candidate.
Zhilkybaev emphasized that such violations are unacceptable — campaigning in mosques is not allowed. The amount of the fine is 17,500 soms. If the candidate receives two warnings from the CEC, their registration will be annulled, and they will be barred from participating in the elections. He also mentioned that there are other types of violations, such as bribery of voters, for which no warnings are issued, and registration is canceled immediately.
Early elections to the parliament are scheduled for November 30, with the country being divided into 30 multi-mandate districts, from each of which three deputies will be elected to the Jogorku Kenesh.
