According to the materials from the Register, on October 16, 2025, the commission received information that messages calling for support for candidate B. Shabazov, who is running for the Jogorku Kenesh from constituency No. 25, were being disseminated in the WhatsApp messenger (in the group "Dungan Diaspora Ivanovka").
This information was entered into the automated information system of the JUIs under the number 02-005-2025-007021 on October 16.
After an investigation conducted on October 17, the Internal Affairs Department of the Issyk-Ata district decided not to initiate a criminal case, citing paragraph 2 of part 1 of article 27 of the Criminal Procedure Code, as there was no composition of a crime.
It is also noted in the Register that journalist and blogger Elnura Kuluyeva published a message on her Facebook page with the following content (the quote is provided in the original): "Urgently read! Shabazov Bakhridin Valievich has submitted an application to the CEC expressing his intention to participate in the elections. Information is circulating that he treated 150 people to tea at the 'Diyar' cafe. An investigation has been initiated regarding this fact. Clarify..."
This publication concerned a possible event involving treating voters.
On October 20, the information was registered in the automated information system of the JUIs under the number 02-003-2025-036748.
As a result of the investigation conducted on October 21, the Internal Affairs Department of the Sverdlovsk district of Bishkek also decided not to initiate a criminal case, citing paragraph 2 of part 1 of article 27 of the Criminal Procedure Code, due to the absence of a crime composition.
The boundaries of constituency No. 25 cover the following territories: the Tunguch microdistrict, residential areas of Ruhiy Muras, Kara-Jyjach, MTU-406 in the Altyn-Ordo district of Bishkek city, in full; the rural ayil okrugs of Uzun-Kyr, Jaiylma, Ak-Kuduk, Zheek, Kochkorbaev, Nurmanbet, Ken-Bulun, Syn-Tash, and Issyk-Ata in the Issyk-Ata district, as well as the city of Kant in its entirety.
