In Bishkek, ahead of the Collective Security Treaty Organization (CSTO) Council meeting, Putin noted that Russia highly values Kyrgyzstan's contribution to the organization and is preparing for further chairmanship in 2026.
He emphasized that Russian-Kyrgyz relations are developing based on strategic partnership and mutual respect, as confirmed by the Treaty of Friendship and Cooperation. Putin and Kyrgyz President Sadyr Japarov jointly oversee the main areas of bilateral interaction, and this year they will meet again in Russia at the Supreme Eurasian Economic Council and at the pre-New Year meeting of the CIS heads of state.
Putin also announced the preparation of a joint programmatic statement that will be signed to deepen allied relations and strategic partnership. This document will outline priority tasks for strengthening cooperation in important areas, as well as a package of agreements between governments and agencies in the fields of trade, economy, education, and migration.
According to him, Russia remains a key trading partner for Kyrgyzstan. In 2023, trade turnover between the countries increased by 13.6%, reaching a record $4.1 billion, with a further growth of 17% since the beginning of the year. Putin noted that 97% of transactions are already conducted in national currencies, and the parties are working on new mechanisms for financial operations.
The volume of Russian investments in the Kyrgyz economy has reached nearly $2 billion, and about 1,700 companies with Russian participation operate in the republic, which indicates high investor confidence in Kyrgyzstan's economic policy.
An important aspect of cooperation, according to Putin, is energy. Russian companies continue to supply petroleum products to Kyrgyzstan, and there are prospects for joint projects in the field of peaceful nuclear energy, the construction of solar and wind power plants, and the development of the digital economy.
The President of Russia emphasized interregional interaction, which involves more than 80 subjects of the Russian Federation and all seven regions of Kyrgyzstan. Regular bilateral conferences allow for the expansion of cooperation and the exchange of experiences.
In the field of humanitarian ties, Putin noted the successful holding of Kyrgyz Culture Days in Russia in October 2024 and the upcoming Russian Culture Days in Kyrgyzstan. He expressed gratitude for the support of the Russian language, which is official in the country. In 2023, the construction of nine schools with Russian language instruction began, with the first three expected to open by September 1, 2027. Under the "Russian Teacher Abroad" program, 157 Russian teachers are working in 42 Kyrgyz schools.
Discussing security issues, Putin stated that the combined Russian military base in Kyrgyzstan plays a key role in ensuring regional stability. Russia and Kyrgyzstan act in concert in international organizations such as the EAEU, CSTO, CIS, and the UN. Additionally, Russia plans to actively cooperate with Kyrgyzstan during its chairmanship in the SCO, which began in September.
