The UK has imposed sanctions against a company from Kyrgyzstan

As part of the expansion of the anti-Russian sanctions list, the United Kingdom has added four companies from Uzbekistan and one from Kyrgyzstan. According to the Treasury document, these organizations are suspected of economic cooperation with Russia. Financial restrictions and asset freezes will be imposed on them starting December 18.

According to information from the UK Home Office, KIFIKO is considered one of the entities supporting the Russian government through its activities in the financial sector, which is strategically important for Russia. It is claimed that "KIFIKO" is linked to the company "A7" through the provision of financial services or goods, which allows for benefits to be obtained. The company "A7" has previously been under sanctions from the UK, the US, and the European Union.

In August, the US Department of the Treasury added the Kyrgyz cryptocurrency exchange Grinex, created by former employees of the Garantex Europe platform, which also fell under restrictions, to its sanctions list. According to OFAC, this new project was launched to circumvent sanctions and continued to serve Garantex clients after its domain was blocked in March 2025 and $26 million in assets were frozen.

Organizations involved in the creation of the A7A5 stablecoin, backed by the ruble, were also sanctioned. The formal issuer was the Kyrgyz company Old Vector, and firms associated with Ilan Shor and the Russian bank "Promsvyazbank" participated in its development. US authorities believe that this instrument was used to compensate Garantex clients and circumvent international restrictions.

OFAC also imposed sanctions on the InDeFi Bank and Exved projects, while Garantex co-founders Sergey Mendeleev, Alexander Mira Serda, and Pavel Karavatsky were added to the SDN list. The US State Department even offered rewards of up to $5 million for information leading to the arrest of key figures in this case.

Thus, the actions of the United Kingdom have become a logical continuation of the measures taken by the US and the EU, which had previously drawn attention to Grinex, A7A5, and related schemes, viewing them as tools for Russia to circumvent international sanctions.

OsOO "KIFIKO" was registered in September 2022, with re-registration on April 3, 2024. The virtual asset exchange operator license was obtained on April 30, 2024. The company also holds licenses for working with virtual assets, trust management of investment assets, and dealer activities in the securities market.

The director of "KIFIKO" is Tyulalieva Barchyn Kalysbekovna, and the founder is Salamatov Ulan Akylbekovich. According to information from Facebook, Ulan Salamatov is a member of the board of directors of Enactus Kyrgyzstan and actively participates in youth events. He is the founder of the youth development center "New Horizon" and previously worked at the construction company "Babylon," as well as being part of the Kyrgyz community Kyrgyzclub in China.
