The Ministry of Health has presented for public discussion a draft resolution of the Cabinet of Ministers concerning the approval of the "Regulations on the establishment of the Center for the Protection of Motherhood and Childhood named after Aliyma Tashieva."
As stated in the project brief, the main goal of the development is to officially establish the status and define the tasks, functions, structure, and management procedures of the new Center, which will operate within the framework of the Ministry of Health. The creation of this institution is aimed at improving access, quality, and safety of specialized medical care for women and children.

The need for this resolution arises from the demands of the residents of the Jalal-Abad region and neighboring areas for more accessible and timely medical assistance. Currently, most specialized medical institutions are concentrated in Bishkek and Osh, which, considering the remoteness of the regions and transport limitations, delays patient routing and increases the burden on healthcare facilities in the republic.

It is planned that the Center will provide specialized medical assistance in areas such as obstetrics and gynecology, neonatology, pediatrics, pediatric surgery, reproductive medicine, and oncological screening. In addition, continuity will be ensured between primary care institutions and inpatient medical assistance.

The establishment of the Center will significantly reduce the time required to provide medical assistance, enhance readiness for emergencies related to complications in pregnant women, mothers, newborns, and children, as well as improve early diagnosis and disease prevention.

Furthermore, the Center will serve as a clinical base for scientific and methodological activities in the field of motherhood and childhood protection, including the professional development of medical personnel. The draft Regulations also provide for the creation of a scientific center without the status of a legal entity, as well as the operation of a scientific council and a local ethics committee in accordance with the Law of the Kyrgyz Republic "On Science."
