Life in the Regions: Issyk-Kul Resident Kamchybek Chotoev Built an Airplane at 70, Fulfilling a Childhood Dream

Kamchybek Chotoev, a 70-year-old resident of the village of Kadji-Sai in the Ton district of the Issyk-Kul region, has fulfilled his long-standing dream — he has built his own airplane by acquiring the necessary parts.

He was born on September 2, 1956, and studied at the "Communism" school in the village of Törtkül.

Kamchybek recalls how their teacher named Üsön inspired students to engage in modeling airplanes and rockets, as well as organized trips to competitions. "Thanks to him, I developed an interest in modeling," he shares.

After graduating from school, Chotoev intended to enroll in a flight school, but he was not accepted due to health issues, which he later learned was just an excuse. He received an education in the repair of television and radio equipment, and then was drafted into the Soviet army, serving in Orenburg. In 1980, he got married and, together with his wife, raised five children — four sons and a daughter. Upon returning to his native village, he found support for his passion from the local residents.

In Kadji-Sai, there lived a German named Laur Hertzen, who was also passionate about aviation and introduced the youth to hang gliding. "Back then, I dreamed of my own airplane, and now, at the age of 70, my dream has come true. His son, Herman Laur, helped me find the necessary parts, and we built the airplane together. We ordered parts from the Moscow region, and the assembly took about a year," Kamchybek recounts.

The total amount needed to build the airplane was about $35,000. Kamchybek saved this money by setting aside his pension and selling livestock and agricultural products. Now he aims to undergo training to finally take to the skies in his dream.

"To fly, I need to undergo training at a specialized educational institution in Bishkek. After obtaining a certificate and flight permission, I will be able to start flying," Chotoev shares.

He also emphasized the importance of creating takeoff and landing sites, as well as building hangars, which could facilitate training for the youth and improve agricultural work.

The airplane weighs 250 kg and is designed to carry three people. The total weight, including fuel, reaches about 500 kg. According to calculations, a flight from Kadji-Sai to Bishkek and back will require approximately 80 liters of gasoline, and the maximum flight altitude is 4,000 meters.

"Landing from that height is safe. Even if the fuel runs out or the engine fails, the airplane can land smoothly in autorotation mode," he explains, adding that the airplane will also be useful for agriculture, for example, for spraying fertilizers or conducting border patrols. It will be able to reach places that people or horses cannot access, as well as assist in maintaining power lines and monitoring illegal gravel extraction near water bodies.

In Kamchybek's opinion, piloting such a small airplane is not difficult; he noted that it is easier than flying a helicopter. "For someone who knows how to drive a car, just one or two trial flights are enough to get the hang of it," he is confident.

He was also inspired by Soyuzbek Saliev, who flew around the world in his airplane. "When he visited Issyk-Kul, I invited him over, and he landed his airplane right on the asphalt," Kamchybek shares, adding that this interaction further ignited his dream of flying.

In addition to the airplane, Chotoev previously developed a drilling rig for extracting water from a depth of 80–90 meters, which his children now use to provide services to local residents. He also built a steamboat, which he is testing on the lake, and is currently working on its finishing touches.

"I love technology, and I enjoy creating and inventing. We also assembled tractors for tilling the land and even built a mini-hydroelectric power station," he says.

Kamchybek is one of five children in the family, and all of them have shown an interest in technology since childhood.
